For example, clear, focused goals could be set from the top of the district with clarity so that the departments can rally around and support those goals. Additionally, departments could be sure that KPIs track progress toward goals and are useful for strategic departmental decision-making. With clearer goals and a KPI structure in place, each department would be made aware of adjacent goals in other departments, and then collaboration can be improved. Finally, the Central Office would benefit from a better human capital system to help on-board, train, develop, meaningfully evaluate, and ultimately retain its best people.",
