      "text": "Nearly all of NuStar's pipeline assets are located in in PADD 2 and 3, where refinery utilization in PADD 2 and 3 did not suffer the degree of deterioration experienced by East and West Coasts refiners in 2020. Refinery utilization in PADD 2 and 3 is forecasted to recover largely ahead of the rest of the U.S. PADD 2 refiners benefit from lower supply costs with access to nearby Canadian as well as abundant U.S. shale production. Complex Gulf Coast refineries can process lower-cost heavy crudes and maximize production of high-margin products.",
