      "text": "Although the proposed legislation shares some common points with the AIA, some of the rules clearly signal a desire to reduce the economic power of Chinese big tech companies.\nBoth EU and Chinese regulations appear in agreement with respect to consumer rights: the systems must not implicitly manipulate consumer behavior, and consumers need to be aware at anytime that they are interacting with the AI system.\nBut while the AIA leaves pricing practices outside of its scope, the Chinese draft explicitly requires that recommendation algorithms don’t cause “unreasonable” price differentiation enabled by consumer profile targeting.\nCritics worry that direct regulation of algorithms opens the door for increased government scrutiny via access to proprietary company data and code.",
