And at the same time, planning for future demographic change, differences in regional growth prospects, and changing skills needs (including major shifts linked to, for example, the green transition) should all be part of this discussion. The European Commission’s March 2025 communication on a Union of Skills reflects this more integrated approach to future economic development and includes a target of 350,000 tertiary-level international students per year by 2030 (up from about 249,000 in 2022), as part of a \"Europe talent magnet framework.\"",
