Both Canada and Australia have recently put forward caps on the number of international students who can be enrolled each year, overall or by region or institution. Canada introduced a cap of 360,000 student visas in January 2024, which will be extended and tightened in 2025 and 2026 by also including graduate students from 2025 onwards.
