      "text": "The Bank's Systemic Tracking of Exchanges in Procurement (STEP) is an online system to help Bank staff and Borrowers plan, record, and track procurement activities under Bank-financed projects. The collection and publication of procurement data also helps to increase transparency and accountability. The Bank updated STEP in 2022 to include a Contract Management Module, which is intended to help Borrowers better manage contracts and thus improve overall contract and project implementation. The system will track key contract deliverables, including reporting incidents related to sexual exploitation and abuse and sexual harassment (SEA/SH), value engineering proposals and approvals, and progress against the Contractor's Environmental and Social Management Plan (C-ESMP). The system can also be used to track KPI performance, which will be particularly relevant where contracts include E&S KPIs. Overall, the system can improve the monitoring of compliance against E&S obligations in the contract.",
