      "text": "In 2014, President Barack Obama signed into law the Workforce Innovation and Opportunity Act (WIOA), which reauthorized the Workforce Investment Act of 1998 and amended the Adult Education and Family Literacy Act, the Wagner-Peyser Act, and the Rehabilitation Act of 1973. WIOA received nearly unanimous bipartisan support and contains four core programs: federally funded employment services, workforce development (including employment and training for youth, adults, and dislocated workers), basic education for adults, and vocational rehabilitation for people with disabilities. Originally, it was funded through 2020 at $10 billion annually and is currently up for reauthorization.",
