      "text": "There is broad agreement that rail industry VfM would benefit from better alignment of incentives between NR and operators. However, our assessment suggests that a number of the options considered in this project have significant weaknesses that would be hard to overcome\nThis should be viewed in the context of comparing the options against true alignment of incentives that would be achieved in a vertically integrated railway. The options may still have significant merit when compared with the existing system in which there is very poor alignment of incentives\nAchieving full or even good alignment may require several steps of reform and involve cultural change in order to lead to behavioural change\nA key enabler of such cultural change is taking a first, public, step towards better alignment of incentives\n- this would send a signal to industry participants about the direction of travel\nWe therefore recommend a “bias towards action”, i.e., that the industry takes at least some imminent steps to improve alignment of incentives",
