Effektivitetsbenchmark for alle netværksoperatører gennemføres på en individuel basis. DSO'er med færre end 30.000 tilslutninger kan ansøge om en simplificeret procedure. Omkostninger deles op på kontrollerbare og ikke-kontrollerbare omkostninger. Kun kontrollerbare omkostninger er del af benchmark. I tillæg til benchmarkresultatet tager regulator også højde for andre faktorer i beregningen af indtægtsloftet – disse inkluderer inflation, det generelle effektivitetsniveau i sektoren og kvalitetsbonus/-straf. Regulator fastsætter også afkast på egenkapital og gæld for den pågældende regulatoriske periode",
