I Q1 2019 sammenlægges de nuværende værnspecifikke taktiske stabe og kommandoer til én stab simultant. Samtidig etableres den nye udviklings- og planlægningsstab. På uddannelsesområdet forberedes kursusstrukturen i FAK og de tre værn i løbet af 2018, med henblik på at sammenlægge de værnspecifikke sergentskoler i én værnsfælles sergentskole, ligesom øvrige uddannelsesstruktur nyordnes. Grundet etablering af nye faciliteter foregår en del af de fysiske sammenlægninger og nedlukninger først i Q1 2021. I tillæg til nedenstående indfasning vil der være behov for et tværgående implementeringssetup, der kan understøtte implementering og opfølgning samt måle gevinstrealisering",
