Currently, the CARE team that works 4 shifts a week, with the help of volunteers, the team visits 105 houses a day.20 This model is not a scalable solution to address the 173,598 households in southern Dallas. In fact, at the current rate it would require ~17 years for the DAS CARE team to reach each southern Dallas household twice.21 In order to reach each southern Dallas household twice within two years, the community needs ~8.5 times more manpower than the current CARE team today. To reach the population in a timely manner, it is imperative that community organizations and volunteers take responsibility for community education efforts. In the future, education efforts should emphasize the negative impact that loose dogs have on the community (to encourage residents to restrain or confine their dogs). The community should also be educated on ways to avoid dog bites (including proper handling of pets and appropriate responses to loose dogs). The goals of the education program should be to reduce the number of loose dogs on streets and increase community awareness of how to interact with dogs in a safe manner. There will not be any costs associated with this effort based on the assumption that the community will execute these responsibilities.",
