However, rate increases have ballooned to double digits in recent years as carriers try to keep up with inflation and the associated spike in loss costs. Fast movers stayed ahead of the inflation trend and moved quickly to file for rate increases in early 2021. These early movers were able to pivot back towards growth relatively quickly, while other carriers with less nimble operations are still trying to reinstate rate adequacy and are losing valuable time to strengthen their market position. This heightened need for rating agility requires insurers to develop, file, and implement rate changes quickly and accurately, a process that requires coordination across Product, Actuarial, State Management, Filing, IT and Systems. Carriers hindered by siloed operations, uncoordinated processes, and legacy tech debt face significant challenges.",
